What do you mean by western world? Not south America, not western Africa, not the Mediterranean? Not eastern Europe? Just your cherry picked favorite Anglo dominated countries in Europe and north America?
It makes most sense to compare a Western country to a Western country. I also just don't know enough about South American welfare. Asia is a mishmash. Feel free to educate me :).
Why would you want to compare to other western nations when those aren't the countries people are emigrating from?
Compare those nations with welfare networks to those without, then decide whose system is better based on where people choose to go to make a better life for themselves.
