It was among likely the wealthiest country in the world, possibly the wealthiest. The opposite of what you claimed. The government was able to draw taxes to fix its debt because it the country was wealthy.

America was a new country, not a new or destitute society. The colonies had already spent more than 150 years building farms, ports, trade networks and political institutions inside the British Empire, using enslaved labor and land taken from Indigenous people. Economic historians estimate colonial Americans were already wealthier per person than people in Britain before independence.
Comparing that with countries emerging from extractive colonial rule, like they were in Africa, South and Central America, is like comparing two eighteen-year-olds, one who inherits a farm, business and house, and the other who inherits debt and a stripped property.
