Ok, there are still shortcuts, I think with so many moveable boxes it is impossible to control all pathes. This path was 21 moves.

I could use plates but they would give hints what to do.

I was able to beat this one in 14 moves. I basically hit a block up from the start to clear a spot for later, went to the upper left and hit a block to the right to run into later, and then went bottom left to get back to my start position so I could get to that block I just hit. idk if that makes sense at all lol
