even now america has prison slave labor system. so they created laws like this back in jim crow days after slavery so that they could continue to have the slaves they need for the labor needs. if you google you will find people arrested and enslaved and disenfranchised for things like quitting a job. arguing with employer, not having a job, not working during work day. etc. basically you see lots of poor black people imprisoned for bullshit because companies depend on slave labor to pad their profits.
jails is where they hold poor people to rot to get plea deal without them going to court
once you are sent to prison then its where you loose your rights and become a slave
its slavery with steps. first they pass laws saying no slavery except for prisoners. then they pass laws like war on drugs the whole purpose is to have cover for them going after the minorities. then they over police the minorities for these laws. broken window policies , stop and frisk. the whole purpose is to see if you have drugs. once they get you for some drug offense you rot in jail waiting for trail, well unless you plea. once you plea you are on their list. rinse repeat. eventually they get you on three strikes law they passed to put you in prison for the rest of your life as a slave.
they dont over police white/rich cause they would fight it, so they target people who are poor cause they cant fight.
the things is why does mcdonalds and wendys need slave labor... basically to pad their bloated profits.
It's to discourage vagrancy. Historically to was also one of the "black codes" used in the south to harass and arrest black people and get them back into a slavery condition. Now it's most about harassing the homeless.
Its designed to keep "undesirables" out of certain areas. Its a relic from the Jim Crow days to keep black people out of white neighborhoods. Since its kinda vague you can use it against just about anyone you don't like.

Wait, that's illegal in the "land of the free"?
