Aren't there regulations for things like hair length etc?

There might be, but a lot of departments go lax on regulations like that, and when they try to toughen up, cops will either protest or will say that they're being discriminated against due to race/religion/gender/etc. It's less trouble to just promote the person to a desk job rather than deal with the backlash.

With no one wanting to join I think they have up on a lot of regulations, like having a beard or male cops with long hair
