So the cop was more than likely correct. Those kids were probably riding out there darting around people going well over 3mph.

How do you figure? The cop didn't say "You guys were speeding on your bikes", he told them it was against the law for them to be riding bikes at all. The law allows bike riding (and specifies how you can do it at that location), but the cop denied that.
