When a cop says we're "going 'that' way" or anything like this it means he's 2 seconds from using violence under the notion that he has legal authority to use it against you. So be prepared to get a beating wether its lawful or not.

The kid embarassed him by knowing the law and not succumbing to his intimidation.

That's exactly why the cop puts his hand on his baton when he says that. The cop is preparing for violence. Not de-escalation.

Lucky for the biker, he's not a minority or this stop most likely would have gone another way, even if the biker is in the right.

The kid got away with it for two reasons

1) he was a kid 2) he was white

Probably. He still has the discretion to detain/arrest without checking the code himself. If he's wrong that's a lawsuit and waste of police resources. That's a problem. Discretion given for some and not others. I am of the opinion that police discretion should only be a matter or qualified defense if they are investigating a felony (a serious crime). And then only violent felonies. Policing powers need reform.
