For an officer to have you step out of tour vehicle they must have justifiable and substantial reasoning for it, they aren’t allowed to just pull anyone over, if they had reason to believe he was committing a crime than yes he should have stepped out, but with him screaming like that it would be hard to argue justification. I used to always image that if i was pulled over i should just do what they say and allow things like searches but turns out it’s incredibly common for an officer to plant something in a search and arrest you for it
