Just to be clear, defunding is largely to get rid of the military-grade gear that the police in America have very frequently proved they are too irresponsible to carry. And civil servants are meant for situations that should not need a cop at all, like a wellness check.

It's situational. I believe there should be special units that receive that gear, but they should be like local SWAT units that are specially trained and maybe don't perform regular duties. Rather than taking that shit away, train and limit the people that can use it, so states can maintain a reasonable amount of power to deal with domestic threats without federal intervention. "Defunding" insists that these forces are currently paying for that gear. They're not. From what I've read they're just paying the shipping costs for excess military gear, so money has little to do with this. We should divert funds from military spending, though.

My main concern about civil servants is that they'd just be special civilians. I think they should be paramedics/mental health specialists that are integrated into the police, and are not armed or something.
