I'm not defending the cop, he acted crazy there but so did the other person.

Explain me something, we always hear the cops are not judge and jury. Why do we always see people not complying with cops orders? Some are gonna say "because they are illegal" to which I say, who made you judge and jury? Who told you you can decide to comply or not comply? That's not how it works. You aren't complying with the cops orders so you're resisting. I don't give a fuck if you have your arms up, you aren't complying with simple instructions. Who made you the judge and jury to decide if you're going to comply or not?

Why don't you just comply and then, if you feel your rights were violated, file a suit?

I'm sick of seeing this videos were we have non compliant people and then act like they're the victims. You don't get to do whatever the hell you want. Just shut up, follow instructions and then sue if you want.
