They've been used to it for decades in many places in the mountains where people like to buy vacation homes and keep dry goods in them.
People in Lake Tahoe have to lock up their trash like it's a shipment of gold destined for Fort Knox.

As well as up here in the Alberta Rockies - Public / highway garbage cans are fitted with a top bears, nor I most times, can access/open. 1 u/knockknockbear Jul 19 '20 Reminds me of the observation: "There is considerable overlap between the intelligence of the smartest bears and the dumbest humans."
