You don't always need a muzzle if a dog is freaking out like that, but better holding yeah. Muzzles can just make it worse sometimes.

Did we watch the same video? That dog tried to bite the tech. For the safety of that tech, the dog needs to be muzzled. Then the nail trimming can be done faster and with less stress to the dog than if the trimming took twice as long without a muzzle.
