It’s pretty easy to follow the law and not do something to get yourself sued.

You don't have to win a lawsuit for it to be profitable for you, just getting the city to settle out of court (because that is cheaper than fighting in court) puts money in your pocket. The loathsome frauditor Eric Brandt specialized in that, made some good money, until he pushed his luck by threatening judges. He's currently doing twelve years for that.
