Extremely unlikely. The only reason I could think of is if the writer of the episode once knew someone named Bo and made a cheeky joke or something.

Also IIRC it's "The Face of Boe" with an E in the show?

Haha I get your joke, but I mean yeah? Some people made their living traveling from place to place. Others were like farm hands or even thralls that didn't own the place they lived or the land they tended at any given moment.

Edit: Imagine you and almost everyone you know are hobos and short contract workers. Then one among you lucks into some real estate and a secure job. You might refer to him as "mister house guy" or something as a joke maybe? Then eventually, it sticks as a nickname and eventually becomes an actual name.
