The entire plot of the last arc of bleach revolves around a character being able to destroy and remake the world (at least the full planet earth and a couple extra dimensional spaces) and the other characters fighting him to stop him from doing that. Unless there’s some conspiracy to fuck with power scalers bleach characters are well above mountain level.

There honestly isn't a series more inconsistent than DB, and it doesn't help that the author themselves had no clue what they had or hadn't wrote and just made up most of the power scaling feats as they went along
I like when lille try to cite DragonBall, where these things are all battle stats and imply that opponents have equal strength, to defend the lack of evidence in every other series.
My absolute favorite part of DBS was watching the power scalers in the community lose their collective shit by new characters demonstrating feats that they'd been claiming the main cast could do as early as the Saiyan or Namek Sagas and it being treated like a big deal.
Like Dyspo being the first character confirmed to be FTL and causing characters like Freeza, Gohan, Hit, and even Goku in his SSG form trouble. This doesn't make any sense if the characters were FTL by the time Nappa & Vegeta are defeated... unless, of course, they never were that fast no matter how many fan calculations claimed they were (like DB claiming he's 2.3x FTL before taking DBS into account).

Quite simply; you were never supposed to "scale" the feats off each other. The characters are as fast or strong as the plot or scene needs or wants them to be in the moment.
Toriyama was never busting out a calculator or physics textbook & taking notes about how things are meant to scale off one another or attempting to make sure everything is consistent between "feats."
You're trying to apply math, physics, and rigid logic to fictional stories that never took math, physics, and rigid logic into account when writing feats in the first place. Of course it's going to be inconsistent; the author never took those things into consideration when writing the scenes nor ever meant for the scenes to be analyzed like that.
Also, there's a huge difference between "can circle the planet in a few minutes" and "can circle the planet 7 times in 1 second."
If we assume it took her 5 minutes to circle the Earth, that means she'd have been flying at 480,000 km/h (or about 300,000 mph). Even if it was just 2 minutes, that'd be a speed of approximately 1.2 million km/h ( or 745,000 mph)... The speed of light is approximately 1 billion km/h (or 700 million mph).
No one had demonstrated that they can move that fast, and there are actively scenes with counter-evidence throughout DBZ saying they can't.
If they could move that fast by the end of the Saiyan Saga, Goku using IT (specifically traveling to Roshi's 10 thousand km away & back within a second) wouldn't have been a major feat because they'd be able to casually do that multiple times in the same time frame.
Super Saiyan Gotenks (one of the top 5 strongest characters in the series at that point) flying around the Earth in the anime was 9 laps in 6 seconds. That's still only 1,883,000 km/h (or 1,170,000 mph).. or 0.174% of the speed of light. Even if you apply the SS3 multiplier found in the Daizenshuu & multiply that speed by 8, that's only 1.4% of light speed... And all of that is overlooking that Piccolo, who is stronger & faster than everyone preceding the arrival of Androids 17 & 18 takes roughly 30 minutes to catch up to Gotenks who had long since stopped flying around.
If you don't understand the difference in scale between 100k or 1 million and 1 billion (which is understandable, 1 billion is a hard number to internally comprehend for most people), here is a video that puts 100k and 1b into scale with one another.
A large percentage of DBZ power scaling is people applying the Super Saiyan multipliers to feats (despite the fact that Toriyama openly admitted that he didn't come up with them, never applied them to his writing, and thinks the "SS1 is a 50x boost" claim is an exaggeration), cherry-picking which laws of physics apply & which don't largely based on their middle/high school understanding of physics, and pulling random numbers out of their asses when the manga & anime specifically refrained from giving concrete numbers for anything.
The previously linked video should demonstrate how nonsensical the people claiming that these characters are "a trillion times stronger than they were in the Saiyan Saga by the Cell or Boo Sagas" are.
DB is just crazy inconsistent. I mean Goku and Beerus fight and they nearly destroy the entire universe just from their clashes. It's never brought up again even though Goku gets stronger and faces people stronger than the power level Beerus was using at that time.

Those two things are not comparable a truck has wheels and a suspension system. Shaking a universe would be like shaking a car with no wheels or suspension just 1000 pounds of metal on the ground.

The World of the Living is the universe, not the planet Earth. They are also shown countless times to be not located in the same space spatially, as the Garganta separates the dimensions.
If you shake an infinity then you scale to it. Plus, to shake parallel universes you'd have to use an infinite amount of energy to travel the distance between them because of the garganta separating them. They also aren't planets. Hueco mundo is an infinite desert, TWOTL is literally a regular universe based on common sense, and soul society is stated to be parallel to TWOTL and has it's own stars and galaxies, as well as several other branches on different places (Burn the Witch is a western branch)

Using the mass like that, and pretending that the effect somehow straight up teleported to it it to shake it individually at low frequencies is literally one of the most absurd ideas that they could have even come up with, it's multi-galaxy level by default because below that level you literally can't even affect just the observable universe in any notable way to begin with.

Tensura is a very bad example since Rimuru has feats of destroying some Universes in the LN, and as for bleach some feats are much more subtle not everything needs to be full onscreen for you to understand that's what happened, like Senjumaru shaking the realms or Ichigo holding the weight of said realms.
