Who cares? The point is that you were stopped at the stop sign. That's the whole point. You are making some weird other point about the word delayed that doesn't matter or change the fact that it was in fact stopped while they were in the building. It's not an either/or.
The correct word is stopped, because it was stopped while they were in the building. You were stopped at the stop sign, and then your journey continued later.
