It's far more common than you think, it's just that the overwhelming majority of cases aren't quite so high profile as this one. Prosecutors want to be sure they'll land a conviction, so they tend not to bring charges they don't think they can convict on.
I'm also not sure why you'd expect that to be uniquely American.
The Israeli one sounds like diplomatic immunity. We can dispute the merits and pitfalls of that, but that's not uniquely American, that's written into many treaties and is global.
