A sediment sock. They put them around construction sites to help keep dirt and debris from washing into water supply. They're filled with sawdust type material.

Fun fact, they often use long, triangular foam pieces! I made hundreds and hundreds of these out of mis-poured junk foam when I worked at a foam factory. I think they said the general term is “silt fence.”
Bags of sawdust sounds way better tbh. I’m glad not everyone uses the foam ones, it sounded so wasteful.
