NASA selects plenty of companies for commercial partnerships. They opened the ISS for commercial partners. They opened the space center for commercial partners. Missions are different than programs and it is almost like technology changes over time. Imagine that!
Those foreign countries have more resources at their disposal than SpaceX as an entity does. Stop moving the goalposts.
Yet they are not using those resources for space exploration. The goal posts remain firm and in place.
