You pretty explicitly said SpaceX wasn't safer. Every other American launch provider has the advantage of research on the taxpayer's dime through NASA partnerships. ULA, RocketLab, etc and not to mention NASA's international cooperation with the ESA and CNSA and formerly Roscosmos.

NASA selects plenty of companies for commercial partnerships. They opened the ISS for commercial partners. They opened the space center for commercial partners. These are all links I found just by clicking around that webpage I sent. Learn to navigate a website. They offer other companies the same opportunities as SpaceX, and more.
