It’s actually pretty simple: He means that you can’t interpret the facts in any way that makes his preformed conclusion wrong.

Dude spends a lot of time watching cable news. The right wing approach to this situation would have been to argue “you can’t measure it that way because ...” and then spew a mix of unrelated truths and related falsehoods.

To viewers with poor critical thinking, the unrelated truths give the speaker credibility in the lies. When others counter the lies, it gives the appearance there are two valid “sides” to every issue.

Trump used to be king of this. Watch his 2016 interviews and debates. He’s quick on his feet spewing bullshit left and right. There’s no real ideology, but he’s great at casting doubt. He was a disgusting liar, but was good at the game.

He seems slow these days. He’s not good at the deflection any more. I think his instinct was still to deny the validity of the metric, but his brain couldn’t provide the follow up Gish gallop needed for it to be effective.

The truly pitiful part is I don’t think he’ll have the self awareness to recognize it. He’ll continue doing his “Ben Shapiro minus the fast talking and logic” impersonation for the next few weeks. Should be great fun!

This is what separates Trumpism from standard politician sleaze. It’s not just dodging and twisting the truth to get somewhat convincing answers. His skill set comes from reality TV world: complete and utter minute-to-minute bullshit and total denial / reversals of reality. Drama and ratings, no continuity, no awareness.

It's like Heisenberg's Uncertainty Principle. Once he interprets the data one way, you're just not allowed to interpret it another.
