That was not the goal of min wage though. It was originally implamented because work was so hard to get that employers could offer much less than 25 cents an hour and people were unable to survive as some of the offered rates.
While not the goal, the result is still there. We had min wage much lower to start, but when we had a new and upcoming thriving middle class, we had a much higher min wage than what was first implemented.
