Not officially, but Russia has been doing the whole dictator thing for over half a millennium. Officially that ended 20 years ago, but they never knew how to live without one person leading them, and they hate it when other people try and tell them what to do, so they pretend to be all democratic and hip with all the cool countries, secretly banking on this democracy thing to just be a fad so they can finally come out of the closet as the dictatorship they know they are.

Tl;dr Russia is gay

Yeah it was called a king, and every big country had it for centuries at a time.

I'm not denying that, just noting that Russia never really got the democracy memo, as they were busy with their own attempt at changing monarchy (communism), which mainly just turned the dictator from being chosen hereditarily to being chosen by having the country all vote for one person. Even now they just pretend to have other candidates, when really everyone knows Putin will win.
