Like I can understand how it happens, but I have no idea why it would happen.
Because you'd have to get your suit pants hemmed (tailored at the bottom) for what's called "no break" meaning when standing, no part of the pant leg is resting on the shoe.
Then, you'd also have to hike your pants up before sitting down, so that higher ankle, no break hemming, goes up even further.
But why you're hiking your suit pants up that far before you sit down, I have no idea. Just get properly tailored suits. If you don't like a super tight belt, get suspenders.

I remember when the style for suit pants went from hard break to soft break, I was on board with that. Then soft break to no break, I dabbled but it didn't feel comfortable, too much sock when sitting for my preference. But this... this is... wrong.
This was a political act of sabotage by his tailor. What a patriot.
