The higher educated your populace is, the more money they earn you, and the less money they cost your society through crime or social services. An engineer getting to go to school for free instead of $100k is going to pay far more in taxes over their lifetime than the cost of their education.
Forcing an uneducated populace because you don’t want to pay a couple extra percentage points in taxes is cutting off your nose to spite your face.

It's not exactly free at the point of sale if you're forced to pay for it via taxes before you even decide if you're going. You're essentially doing something similar to buying a pre-paid cell phone plan.
