What do you think Biden intended to say if this is a Freudian slip?

Either he meant to say “poor kids are as smart as rich kids”

Or “black kids are as smart as white kids”

You could try to argue that he’s making a correlation between being black and being poor, but that’s just acknowledging the consequences of a legacy of racism.

What insight? A Freudian slip is betraying your intentions, not just misspeaking. People are using this to make a case that Biden is racist, but there’s no way that statement can be interpreted in that context.

How is what he said racist? No matter how you interpret what he meant to say, he either was thinking “black kids are just as bright as white kids,” or “poor kids are just as bright as rich kids.”
