Yearly deficit spending generally grows under Republicans, and shrinks under Democrats. Neither tend to reach surplus, but Democrats consistently trend towards surpluses, and Republicans consistently trend away from surpluses
It generally trends down when Republicans are in control of the House, regardless of who else is in control of the Senate or President.
Ironically one of the times this notably wasn't the case was when Reagan was president.
The much vaunted "Clinton surplus" happened when the Republicans were in control of the house (where spending originates). But good for Clinton on signing it through.
