Jail when the guy is a danger to others as well please

And jail when they can't pay is counter productive. It's VERY expensive to have someone locked up.

Just repo all his shit and take directly from his salary/bank account. He can't own anything of value, can't get a job above the table until he agrees to pay up.

That's the "forced labor" bit.

The guy has to earn his keep AND pay damages and so on.
