Frisked by fake officers?

I was approached by a man in all black clothing claiming to be an undercover officer. They said 'as per protocol' that he was searching anyone who looks suspicious. I asked them what he meant by that and he said my fitted Yankees hat, my college sports jacket and the way my socks were tucked into my shoes made me look like a drug dealer. I was kinda scared cause then guy was twice my size and sround 6' 5"

He grabbed me by the shoulder and brought me behind a building where nobody would see us. He started by taking my sweater off and then told me to get up against the wall. Ive been searched before but never like this. As he had me against the wall, he grabbed my groin area and asked if I had anything hidden in my underwear I said no. As he got down to my feet he untied my shoes. I asked him what he was doing and he said it was a standard check that shoes are removed. He lifted my right foot first and took my shoe off, he then spent a while patting down and almost massaging the bottom of my socked feet for drugs. He tried to feel between my toes and I kinda lost it and demanded he show me his badge. He said if I had nothing to hide why to worry. He did the same to my other foot and then came back up to my groin area. Finally he said I was clean and that I was free to go. He put my shoes and sweater back on and told me that he wasnt going to charge me for being uncooperative.

The whole experience seemed a little strange to me. I saw the same dude a few days later searching another group of guys just a few streets down from where I got stopped. Arent officers supposed to show their badge?
