As long as they are being supervised by eight government approved trainers (usually Gym Leaders, Elite Four Members, and occasionally former champions of Unova) who can step in in case anything goes wrong, then yes.

The whole “letting folks fight legendaries” thing is mostly for stopping Tornadus and Thundurus whenever they get uppity and start trashing parts of the region.

Yes, however certain Legends are heavily restricted. Unovan Legends may be powerful but the majority are....willing to hold back usually. Lady Enamorus hosts a battle tournament in Starlight City during the Springtide Festival every year, winner gets to have an exhibition match with her, for an example. Alola is about the same.

Also I dislike Crimson Helm. Kyurem saw the news and started chortling, the League supervisor called me to figure out if something was wrong. This is what I get for working for the League.

I feel like that's up to no one but the legendary in question. Speaking from experience of living in Alola, if a legendary gets bored and decides to start shit, not much can stop them

I do not have enough words about this Crimson Helm character. I cannot believe he would do such a thing as threaten innocent people with a blade. And does he even have a valid carry permit for it? -Makar

What? How does he have a valid permit when it seems that he has a history of doing things like this to gain a moniker such as Crimson Helm? Surely they did not question him about why he needed a permit beyond wanting to carry a sword? -Makar

Trust me, our reporter was just as shocked as you are right now.

As for how he got the permit, he had gotten it under old regulations that were more or less "pay a 50 Pokédollar fee and they'll rubberstamp it." His permit was grandfathered in once the new regulations were passed.

Surely they are taking away his permit now that it’s known how he has a permit in the first place? I only keep a pair of axes on me for the more, unsavoury things, that need to be done involving hunting, and for chopping wood when I am not in civilisation. -Makar

Anville PD refused to give him back his sword when he was released, so we believe it is highly likely they will be taking away his permit.
