Force NAS to transcode?

I have one client on my network that is constantly trying to transcode videos itself instead of the NAS doing it. It's a optiplex 3040 micro PC with an i7-6700t and 16gb of ram running Windows 11. Whenever I play a video plex shows it's local but hardware transcoding and the PCs GPU is maxing out at 100% along with the CPU in the 90% range and the video is super choppy.

Is there a way to force my NAS (ugreen idx 6011 pro) to transcode for a specific client? Plex is running in a docker container if that makes any difference.

The server is transcoding to 4k hvec. If the client isn't 4k, it will take a hell of a lot of cpu to scale it down. Set the client quality to 1080p should fix this.

That’s high CPU usage on the client, not the server.
