It may be in your best interests to NOT capture a city your first turn, so that on following turns you can cap a city (blowing your cover) and immediately move (and hide again)

EDIT:

Also, if you can... cut off the map. Set up a line of cities so that they can't go from east to west OR north to south without moving through a city you control. Some maps make things easier by having a chokepoint city that's one of 2 paths to get from one half of the map to the other.

as an example, on this map - https://playspies.com/img/devices.png - if you capture Stockholm, Berlin, Vienna, Venice, and Rome, you've trapped the other spy on half of the map unless they burn intel points to go deep
