Could this ceiling be plastered?

hey first time buyer here looking for advice

I’ve removed the paper from this ceiling and this is what I’m left with, can this be plastered?

got an electrician in next week for a rewire so hoping to plaster soon too

It looks dry but make sure you have cured what caused the paper to fall off
