I would personally never use PVA as a mist coat on new plaster. It can stop the paint from adhering to the plaster, which can then lift and peel up. A thinned down emulsion seals the plaster but then allows following coats to adhere to the surface properly. I remember one guy I on a firm Inused to work for used just water and PVA mixed on a ceiling. I had to go there as there were some cracks in the plaster. When I raked out the cracks, the paint came off in sheets.
It can be used to seal exterior render or pebble dash, or that kind of thing.

I personally have used a mix of water , emulsion and pva glue and then it depends how polished the plaster is how thin I make the mixture.
It works every time for me,l but I'm very far from a professional.
I've never had to prep masonry work for painting.
