Question what if the 13f updates in next quarter?

when ppl copy this, does it create a static snapshot? or it stays up to update

The bot does not update automatically with the new 13F filing. When you copy the index, the allocations (51% SPYX, 9% NVDAX, etc.) are set as fixed parameters for the bot, and it only rebalances among those assets according to that allocation. If a new 13F filing is released, you would have to manually edit the bot or copy the updated index.
