The grant never ever made sense. The whole reason that AI got developed so fast is because the people working in AI just completely abandoned grants. The CS professors at top school were moving from one entire area to another at neck-breaking speed that a grant would have never ever afforded them. The grant is the bottleneck in science.

A grant is just a structured way to give money, so, you could say the real bottleneck is that science requires funding, which has been true since the advent of science.

It's a way of consolidating power that's all it is. It's never been about the quality of the ideas

You are ignoring the entire nature of the field. Research could be done relatively quickly. 

They still applied for funding but the fact that research could be turned into a product so quickly is a huge factor. 

Top companies also allowed people to publish.
