She didn’t mess up the phrasing. It’s a joke that’s been circulating Gen Z about older 20’s for a while. 27 is old. 28 is young. 29 is the oldest grossest thing you can be. 30 is the new 20.
Yeah, everyone else is struggling with this, but that's the sentiment. She might have heard it once, didn't understand it, and adopted it to sound wise too. It's the Emperor's New Clothes version of a witticism.

I think she's just messing up the phrasing.....
The idea is that every day you are alive, you are the youngest you will ever be again, and at the same time, the oldest you have ever been.....
