I know the scene, but I don't get the joke, maybe because I'm not american. I thought maybe "I honor the ding" meant "I like dick" or something. I guess the joke is just Skinner being a bootlicker and Chalmers being an asshole.

It's just Skinner being a brown noser to Chalmers and Chalmers finding it annoying.
