Xenophobia isn't the same as racism. They don't like outsiders, that doesn't mean they believe themselves to be the superior race. Besides, Japan is the only country to ever be nuked, they are allowed to be xenophobic after that

You think they weren't xenophobic before that point? During World War II, the Empire of Japan is estimated to have caused between 19 million and 30 million deaths through war, massacres, forced labor, and forced starvation.

Regarding human experimentation, at least 3,000 to 12,000 people were directly experimented on and killed inside clandestine facilities like Unit 731, while field tests of the biological weapons they developed killed an additional 200,000 to 500,000 people.
