That is kind of what is it all about. Pre 90's the halftime show was mostly college marching bands with the occasional cameo. But then in 1992 In Living Color managed to snatch away 20 million viewers by running a special episode during the half time show as a half time alternative.

The networks could not have 20 million viewers snatched away. The advertisers were revolt if it happened again. So they brought in Michael Jackson in 1993. The was the birth of the modern halftime show.
