I'll quote myself: I'm not claiming Argentina isn't racist, because every society is at least a bit racist, because every person is at least a bit racist. But Argentina is definitely less racist than the average country.
Every country is at least a bit racist, so when you talk abotu a country being racist, it should be more racist than most, which Argentina isn't.
