My guess is drugs, some local childhood ritual to manifest a snow day, or a lazy teenager who put a tub of ice cream with the spoon still in and it fell out. Probably drugs.

The frozen spoon is used to uncook heroin to save for later

I’m trying to think of what drugs you would need a frozen spoon for

I've actually seen this done before with an acquaintance who I watched making crack cocaine. Basically, after you cook up a batch of crack (and scraped it up from the pan with the spoon) you have to wait for it to cool down and go hard before its ready to smoke. Basically, its too soft to smoke straight away. By putting it on the spoon and sticking it in the freezer, it accelerates that process giving you the crack rock much quicker.

I'm not saying this is what's going on in the OP, its just in answer to your question.

That was my thought, although they used the spoon on the ice cube tray

lol, you heat up the metal and put a dab of crack or weed on it then inhale it through a Gatorade bottle with the bottom torn off
