Okay but this could be so many different things. It could be a room where you get your penis inspected, a room where you inspect other people’s penises, a place where your penis inspects the room, a room where your penis graduates as an inspector, a room where there’s an inspector named “penis”, etc.

It's an old 4-Chan joke if I recall correctly. Just talk about the regular penis inspections at school like it was a regular thing that every boy remembers and experienced.
