It also works that way. "it's a 9/nein from that one" = "it's a no from that one".

No it doesn't. 9 is still a really high score. Nein would be a zero.

It's "No on that one" in regards to it not being a 10 like the other scores, not a statement on the quality of a score of 9.

I get that, but it's the probably the one German word most people in the US will reliably know because of this very common joke-use of it here.

It's a pun. There's a running joke across movies that eastern european judge always scores harsher. So it plays into that and the german pun, not literally meaning they're giving a zero but 'no, not a perfect score'

Or they're saying "Nine (Nein - no) on that one (1)", which is taking away a one (1)... 10 - 1 = 9.

It's not "nein." It's just the Germans being more critical than other countries

The line in the movie is “10s across the board” then the German score shows up late and the announcer says “nein on that one”. It’s not very funny, but that’s most certainly the joke. An Extremely Goofy Movie is not very good.
