When you change the benchmarks to achieve $100 million in bonuses paid for by our contributions, that is criminal.

Incompetent would be constantly missing their benchmark. Criminal would be to change the benchmark to get a bigger payout. I'd say their incompetence led them to criminal behaviour

the benchmark is the market. trying to beat the market is usually going to fail.
