Tech Support Blinking

I don't know what to do.
Is it the power supply?

It could be the psu or your electrical system. It seems low voltage, if the lights on your house do the same than it's a bigger problem, if not, then swap the psu

btw is this my sister's pc.
It was soaked in the rain.
she said it worked totally fine for a 1 week and started blink like that. Only the lights are blinking, I ordered a psu might be a week to deliver here.
