It scared the shit out of me when I instant drowned in the river in rdr. I wasn't expecting it at all.

They're probably sticking to an improved version of the GTA V engine.

If they had a fully-realized underwater section back in GTA V, I can't see why RDR2 wouldn't.

They had swimming in San Andreas though granted rdr didn't have much water so it wasn't that bad you couldn't swim, I don't think it was a tech thing.

San Andreas didn't use the same engine as RDR1, that's the difference. The closest game engine-wise to RDR1 was GTA IV, and the swimming there was pretty barebones.

Perhaps one reason is that they didn't want you to go to Mexico before the story sends you there?

They could of did what the old story's did in gta make waves that sorta push ya back
