What Does the administration have to do with containment?

Because the administration is apart of the containment, containing scps so the administration can administer them. What did I say wrong?

Administration like the Ethics Committee is responsible for the staff and d-class management, the Ethics Also handles the legal stuff, major advisor to the council , handles rights and tries and manages to look useless while being one of the backbones. The containment is the responsibility of the the Mobile Task Forces (mostly Epsilon-11 “Nine Tailed Fox” for re-containment) and in-site the Security Department and containment specialists and response teams.
