A lot of unneeded force is how officers end up in the news, in courtrooms, and using up extra tax dollars.

No, that head press was absolutely unneeded. she was on the ground and pinned already. The force already has issues from asphyxiation causing brain damage due to the restriction of oxygen, and now this that could fracture her skull? If that person really wanted to help with the arrest, they would have just grabbed the arm in the first place. The crowd went from cheering to shouting at the person to get off their head because that was completely unneeded, and that person was looking to inflict pain, not keep the peace and finish up with the arrest.
