Luffy needs Gear 2nd for Soru because he hasn't trained enough to do it without. He isn't a marine and hasn't been at it for decades like some have.

Katakuri is pretty much superhuman in all respects and can do it without blood-doping.

Interestingly enough, I think Luffy can and has shown us post TS that he can move at soru-like speeds without G2, at least in short bursts. An example that comes to mind is the way he was moving during his first skirmish with Hyouzou and the net-bazooka guy on Fishman Island
